Birmingham NHS Trust are allowing wealthy patients to top up their NHS care by fiddling government rules.
By topping up, they mean people buying drugs not available to the rest of us. In the case of Birmingham - cancer drugs (source http://news.bbc.co.uk/1/hi/health/7668121.stm ). So, quite literally, the rich live, and the poor die.
I'm not for a moment suggesting that I want the rich to die, but everyone deserves the same level of care. We should not be in a position where a single mum on benefit will die, and a (relatively) wealthy mum gets to watch her kids grow up. That's just immoral.
If everyone is stuck with the same health system, then the wealthy will have a vested interest in making it work for everyone, including themselves.
